Following are excerpts of activities reported by the Jefferson police department:
Saturday, Feb. 28: At 1:54 am a traffic stop in the 1000 block of N. Cedar Street resulted in the arrest of Joseph Peterson, 31, of Grand Junction. Peterson was charged with operating a motor vehicle while under the influence (OWI)-second offense (aggravated misdemeanor)*. He was was also cited for driving on the wrong side of a two way highway. At 8:19 am an officer investigated a backing collision in the 400 block of E. Vest St. Ron Teeples backed a 2004 Chevrolet pickup from a driveway and struck an eastbound 1996 Chevrolet pickup driven by Gina Ashby. Teeples was cited for unsafe backing on a highway. The officer estimated $500 in damage to the Ashby vehicle and $1000 in damage to Teeples’ pickup. At 12:20 pm a complainant reported harassment by another female occurring at a residence in the 300 block of N. Chestnut St. At 12:48 pm a complainant reported the attempted burglary to a storage unit at Shelter Stor-All. The officer determined that someone had attempted to cut a lock, most likely at an earlier date. At 9:40 pm an officer was requested at the Webb House. An airsoft gun was found in a coat. Two children’s parents were contacted and the children were warned regarding the incident.

Thursday, Feb. 26: At 5:12 pm an officer investigated a two vehicle collision at N. Locust and E. Harrison St. Owen O’Day was eastbound on Harrison St driving a 1999 Lexus. Shawn Scheuermann was northbound on Locust St. driving a 2004 Chevrolet Tahoe. Their vehicles collided in the intersection. O’Day was cited for failure to yield to the vehicle on the right. The officer estimated $1,000 damage to the vehicle Scheuermann’s Tahoe and $1,500 in damage to O’Day’s Lexus. *** A warrant has been issued charging Lance Michael Ross, 18, of Grand Junction with theft-fifth degree in connection with a shoplifting complaint at Oly’s Corner Feb. 17* . *** A warrant has been issued charging John Brinkley, 52, of Jefferson with theft-fourth degree*. Brinkley is accused of stealing an Xbox and associated items from the Greene County Community Center.
Wednesday, Feb. 25: At 7:20 pm officers were requested at Doc’s Stadium for a disrespectful customer who refused to leave the establishment as requested. Michael Leer, 42, of Mason City was charged with trespass (simple misdemeanor) and released with a court date*.
Tuesday, Feb. 24: At 11 am the Department of Human Services reported an alleged sexual assault of a 5 year old female that would have occurred at a residence in Jefferson. An investigation was initiated. At 4:22 pm an officer was dispatched to Hy-Vee for an intoxicated male that had threatened Hy-Vee staff and refused to leave the property. The officer arrested Ricardo Emmanuelle Rodriguez, 29, of Jefferson. Rodriguez became violent, threatened the officer and attempted to kick him in the head as he was being placed in the patrol vehicle. Rodriguez was charged with assault-simple, public intoxication-third or subsequent offense, and assault on a peace officer*. At 5:30 pm a complainant reported being harassed by a male in the 100 block of W. Vest St. At 6:56 pm an officer arrested Vincent Ratliff, 56, of Jefferson on an outstanding warrant out of Madison County for failure to appear on a charge of operating while intoxicated. At 8:54 pm an officer was advised of a male that appeared to be intoxicated leaning up against a patrol vehicle in the parking lot at the Greene County Law Enforcement Center. John Robinson, 55, of Jefferson was arrested and charged with public intoxication*.
Monday, Feb. 23: At 10:24 am staff at Casey’s (N. Elm) reported a short change artist had committed a theft at approximately 6:55 pm the previous day. A suspect was identified by officers to be of a male committing a similar act around the rest of the state. Charges are pending at this time.
Sunday, Feb. 22: At 3:52 pm a complainant reported harassment by a neighbor in the 400 block of W. South St. At 6:56 pm a complainant reported harassment occurring in the 400 block of N. Cedar St.
Saturday, Feb. 21: At 9:22 pm staff at Dollar General reported a customer had attempted to pass a counterfeit $20 bill.
Friday, Feb. 20: At 2:05 pm an officer investigated a collision in a parking lot in the 100 block of W. State St. Violet Hoffman attempted to pull a 2010 Chrysler Sebring into a parking stall and in doing so sideswiped a 2009 Nissan Versa owned by Donna Blair. The officer estimated damage to both vehicles at $700.

Wednesday, Feb. 18: At 11:13 am staff at Ace Hardware reported a shoplifting incident which occurred on Feb 5. An investigation was initiated. At 1:01 pm staff at the Greene County Community Center reported the theft of an X-Box. An investigation was initiated. At 2:55 pm a burglary was reported to an outbuilding in the 1500 block of N. Elm Street. At 9:15 pm a complainant reported harassment at a residence in the 500 block of E. Clark St.
Tuesday, Feb. 17: At 2:38 pm staff at Oly’s Corner reported shoplifting. Charges are pending at this time.
Monday, Feb. 16: At 8:12 am an officer was requested at Dollar General for a potential shoplifter. At 2:12 pm a complainant reported the possible theft of an IPhone at a business in the 100 block of E. State Street. At 2:21 pm an officer assisted the Jefferson fire department with a clothes dryer on fire at a residence in the 300 block of W. Reed St. At 6 pm a local resident turned drug paraphernalia over to an officer which had been found within a residence in the 600 block of N. Olive St.

Saturday, Feb. 14: At5 8:39 pm while on routine patrol an officer saw suspicious activity at Shelter StorAll on E. Highway 30. The officer observed a vehicle back up to a storage unit with the door on the unit opened. When the officer pulled in, the unit was closed and two individuals were inside the vehicle. The officer determined the storage unit that was open should have had a lock on it. The officer located a cut padlock, burglar’s tools and narcotics inside the vehicle. The investigation resulted in the arrest of Marshal Estabrook of Des Moines for possession of a controlled substance –third or subsequent offense (two counts), possession of drug paraphernalia, possession of burglar’s tools, and burglary- third degree (two counts)*. Mark Jackson of Des Moines was arrested for possession of burglar’s tools and burglary- third degree (two counts)*. Both were held at the Greene County jail on $10,000 bond.
Friday, Feb. 13: At 10:35 am staff at Greene County High School reported a student smoking on grounds. The officer cited Dylan Casali, of Grand Junction for minor in possession of tobacco. At 10:49 am staff at Wells Fargo bank reported an individual who had entered the bank and appeared to be intoxicated. At 11: 27 am, the officer performed a traffic stop on the suspected individual resulting in the arrest of Eliza Smith of Grand Junction for possession of marijuana-first offense, operating while intoxicated (OWI)-first offense, possession of drug paraphernalia, child endangerment (three counts)*. She was also cited for fail to yield half of roadway. At 2:17 pm a Greene County deputy reported individuals on the ice at Henderson Park. The deputy was busy with a traffic stop at the time and requested and officer to check on the individuals. The officer spoke with the individuals and advised them of the dangers with the bad ice. The individuals left the area.
Thursday, Feb. 12: At 3:54 pm an officer investigated a traffic collision at Locust St and E. Lincoln Way. Abigail Badger was northbound on Locust and had stopped at the stop sign at the intersection with Lincoln Way. Mark Nelson was westbound on Lincoln Way. Badger stated she did not see the Nelson vehicle and pulled away from the stop sign. The two vehicles collided within the intersection. Badger was cited for failure to obey a stop sign. The officer estimated $1,500 in damage to Badger’s 2009 Chevrolet Malibu and to Nelson’s 2007 GMC Acadia. Nelson’s vehicle was towed from the scene. At 10:01 am a complainant reported a missing juvenile. The complainant said the juvenile female had sent text messages stating she was being held hostage in a vehicle by knife point and another male had been killed. Officers contacted the subjects the female was with who lied regarding their whereabouts. After speaking to another male in the vehicle, the officers learned the female had been dropped off at home. Officers requested to speak to the males the female had been with. Upon doing so, an officer found a knife on one of the males. Two males were arrested and their vehicle was searched incident to arrest. As a result of their investigation, Lance Michael Ross, 18, of Grand Junction was arrested and charged with carrying weapons (aggravated misdemeanor), possession of marijuana (serious misdemeanor), and interference with official acts, providing false information to a law enforcement entity, and possession of drug paraphernalia, all simple misdemeanors.* Kevin Armando Montoya, 18, of Jefferson was arrested and charged with possession of marijuana, interference with official acts, providing false information to a law enforcement entity, and possession of drug paraphernalia*. Ross and Montoya were booked into the Greene County Jail. Another female in the vehicle was interviewed and released. *** Pursuant to a report of a fight at a residence in the 800 block of W. Lincoln Way on Feb. 7, warrants have been issued charging both Amelia Marie Kennedy, 30, of Jefferson, and Brittany Kay Smith, 27, of Jefferson, with assault (simple misdemeanor)*.
Wednesday, Feb. 11: At 3:36 am an officer found two unlocked storage units at Shelter Stor-All on Highway 30. The units were found to have been burglarized and items taken from one of them. An investigation was initiated. At 09:45 am staff at Wells Fargo Bank reported a counterfeit $20 bill had been included in a deposit from Dollar General. Investigation into the matter continues. At 4:48 pm a complainant reported the theft and fraudulent use of a credit card at a local business. An investigation was initiated. At 7:57 pm a complainant reported two juveniles had been harassed in the 600 block of W. Lincoln Way while riding their bicycles.
Tuesday, Feb. 10: At 2:10 pm a complainant reported the mirror to a vehicle had been damaged while parked in the 200 block of W. State St. At 7:34 pm a complainant spoke to an officer regarding children being bullied by other children before and after school at a bus
Monday, Feb. 9: At 10:30 am Home State Bank reported counterfeit $20 bills which had been passed at local businesses over the weekend. ***Pursuant to an investigation initiated on Jan. 11 of an incident which occurred at Casey’s (N. Elm) warrants have been issued charging Eric Christopher Rosenow, 31, of Jefferson, with domestic abuse assault (serious misdemeanor and domestic abuse assault involving a dangerous weapon (serious misdemeanor). *** On Jan. 20, an investigation was initiated regarding an incident on a Greene County School bus where a student had jokingly poked a pocket knife at another student. As a result, an officer has charged Kyle Dean Rysavy, 16, of Jefferson, with carry weapons and assault with a dangerous weapon. Rysavy has been referred to Juvenile Court Services. *** On Jan. 28 an assault was reported at the Greene County High School. As a result of that investigation, Kallen Rose Citurs, 17, of Scranton has been charged with assault (serious misdemeanor). Citurs has been referred to Juvenile Court Services.
Sunday, Feb. 8: At 11:58 am an officer investigated a traffic collision at N. Elm and State St. Maurice Wistenburg was westbound on State St driving a 2001 GMC Sonoma. Jennifer Woodruff was driving a 2012 Chevrolet Traverse westbound ahead of Wistenburg. She stopped at the stop sign at the intersection of Elm St. Wistenburg didn’t stop in time and struck the rear of Woodruff’s vehicle, causing an estimated $200 in damage to each vehicle. Wistenburg was cited for following too closely.
Saturday, Feb. 7: At 11:05 am a complainant reported an assault in the 800 block of W. Lincoln Way. Charges are pending completion of the investigation. At 6:40 pm Gary Goodwin reported striking a deer with his 2011 Buick Enclave on Westwood Dr at Deer Run Road. At 6:49 pm Lindsey Larson reported striking a deer on Elm St at Sunset Road.
Friday, Feb. 6: At 7:45 am an officer investigated a two vehicle collision at S. Wilson and Monroe St. Faith Hanson was eastbound on Monroe. Paula Carlson was northbound on Wilson. The two vehicles collided within the intersection. Hanson was cited for failure to yield to the vehicle on the right. Damage to her 1994 Toyota Camry was estimated at $1,000. Damage to Carlson’s 2004 Chevrolet Tahoe was estimated at $600. At 12:23 pm an officer investigated a three vehicle traffic collision in the 100 block of E. Lincoln Way. Michael Trenary was eastbound, following Brian Kinsey. Kinsey stopped for a vehicle backing from a parking stall. Trenary was unable to stop due to road conditions and struck the rear of Kinsey’s pickup truck. The collision caused Kinsey’s pickup to strike a parked 2013 Ford F-250 truck owned by Mike Wahl. Trenary was cited for following too closely. Damage to his 2012 Ford E150 van was estimate at $1,000. Damage to Kinsey’s 2003 Chevrolet pickup truck was estimated at $750, an damage to Wahl’s truck was estimated at $500.
Thursday, Feb. 5: At 8:55 am a complainant reported harassment through text messages at a residence in the 300 block of N. Chestnut St. At 9:30 am Home State Bank reported a theft that occurred at an ATM in Des Moines where deposits were made but the envelopes had been empty. At 9:29 am an officer investigated a motor vehicle collision in the high school student parking lot. Vehicles driven by Dustin Bushman and Hannah Onken collided. The officer estimated $750 in damage to Bushman’s 2002 Chevrolet pickup truck and $500 to Onken’s 1997 Pontiac Grand Am. At 12:06 pm an officer investigated a two vehicle collision at S. Pinet and W. Harrison St. Stacey Roberts was northbound on Pinet Street in a 2008 Buick LaCrosse. Nicola Martino was westbound on Harrison St in a 2013 Toyota Corolla when the two vehicles collided within the intersection. Roberts was cited for failure to yield to the vehicle on the right. Damage to her vehicle was estimated at $1,00. Damage to Martino’s vehicle was estimated at $1,200. At 4:03 pm an officer investigated a motor vehicle collision at S. Oak and W. Harrison Streets. Alex Rasmussen was westbound on Harrison St driving a 1993 Buick Century. Stephen Molle was southbound on Oak Street driving a 1998 Ford Taurus . Their vehicles collided within the intersection, causing an estimated $500 in damage to each vehicle. Rasmussen was cited for failure to yield to the vehicle on the right. At 4:17 pm a sheriff’s deputy checked an abandoned 911 call at the Greene County Community Center as the officer was busy with the previous accident at that time. At 7:40 pm a complainant reported a vehicle registered to Aaron Rudolph had been parked in the 100 block of N. Locust Street and had been sideswiped by an unknown vehicle. The incident remains under investigation at this time.
Wednesday, Feb. 4: At 1:19 am a complainant reported a domestic disturbance at a residence in the 500 block of S. Oak St. A female was reported to have entered the residence uninvited. Lauren Blake was charged with trespass (simple misdemeanor). At 5:07 am a complainant reported a semi had collided with the sign at the Napa Store on N. Elm St. Michael Lincoln had pulled into the parking lot in a 2004 Freightliner and in doing so struck the sign, causing $2,000 in damage to the sign and an additional $2,000 in damage to a 1999 Wilson trailer which was attached to the tractor unit. At 1:15 pm 13:15 the Jefferson public library reported several overdue items involving three library patrons. ***Pursuant to a report of a domestic disturbance in the 300 block of W. Reed Street on Jan. 31, a warrant has been issued charging Patrick Michael Kennedy, 30, of Jefferson with domestic abuse assault – second offense (aggravated misdemeanor)*.
Tuesday, Feb. 3: At 8:04 am an officer investigated a traffic collision in the 100 block of W. Monroe St. Cassidy Carstens was westbound on Monroe St driving a 2005 Pontiac Grand Prix. Meritza Paniagua backed a 2001 Pontiac Sunfire from a parking stall on the south side of the street, striking the passenger door of Carstens’ vehicle, causing $500 in damage. Paniagua was cited for unsafe backing upon a highway. At 5:10 pm an officer placed in the animal shelter a dog that had been found on Highway 30 near K Ave west of Jefferson.
Monday, Feb. 2: At 1:08 pm a traffic collision was reported in the 100 block of W. State St. A Greene County sheriff’s deputy was nearby and immediately assisted with the call. Ricardo Rodriguez, 29, of Jefferson was westbound on State St in a 2008 Toyota Corolla when he struck a parked 1995 Ford F-250 pickup owned by Raccoon Valley Lawn & Handyman Services. There was an estimated $500 in damage done to the Corolla and no damage to the pickup. The deputy immediately arrested Rodriguez due to his demeanor and the suspicion of driving under the influence. The officer cited Rodriguez for failure to maintain control and failure to have a valid license to operate a motor vehicle. The deputy charged Rodriguez with operating a motor vehicle while under the influence – third or subsequent offense (class D felony) and child endangerment (aggravated misdemeanor)*.
Sunday, Feb. 1: At 5:28 am Duane Onken reported striking a parked vehicle in the 400 block of S. Grimmell Road while operating a city snow plow. A red 2013 Toyota Venza owned by Kenneth West or Ray Walzer received an estimated $1,000 in damage to the right rear tail light assembly. At 3:39 pm an officer was advised of a male that was at a residence in the 600 block of N. Olive St that had a warrant for his arrest for probation revocation. Upon the officer entering the residence, the male fled out a back door in his bare feet. The officer tracked the male in the snow to a residence in the 100 block of E. Clark St where he was taken into custody. Anthony Kennedy, 33, of Jefferson was transported to the Greene County jail where he remained held. *** Seventeen citations were issued for violation of the snow ordinance over the weekend.
